For an electrical student, it does not cover most of the topics like wave propagation, waveguides and etc. but if you are an electronics student you have to understand this subject completely from starting to vector algebra to the end of waveguides.

So it is essential for us to understand this subject topic-wise so if you are preparing for any competitive exam this subject perform the crucial role for that exam because it is a part of almost every examination related to engineering examination.

I think you should start with Maxwell’s Equations which form the basis of electromagnetics. Daniel Fleisch, “A Student's Guide to Maxwell's Equations” very well explains Maxwell’s Equations with a thorough analysis of concepts including divergence and curl operations. It gives a good insight into Maxwell’s Equations with figures and also discusses the experimental apparatus to develop the understanding of the reader with the application aspect. Moreover, it improves problem-solving as it covers sufficient basics and implements in problems with solutions. It is specifically designed for the beginner.

Along Maxwells Equations Matthew Sadiku, “Elements of Electromagnetics” covers the fundamentals of electromagnetics and is well related among chapters. It is mostly followed the book, but some topics like transmission lines, waveguides or magnetic vector potentials are not very well explained. Sometimes it becomes confusing as it has a number of related topics. So for a beginner, it might get uncomfortable.
